It seems Lipwig is in Canada
First, Britain needed a Canadian to run the Post Office.1 Now another is required to run the Bank of England, which makes more sense, our notoriously fat and happy banks being better run than our Post Office, I would have thought. But wait! Just now, Toronto has an only-slightly-used mayor they could let go very reasonably...cutting their own throats, really. Anyone? Hmmm?
