Another reference to Roundworld behavioural psychologist B.F. Skinner, who noted from some rather unpleasant practical experiments that too many rats crammed into too small a space inevitably led to territorial violence and savage dominance games - the rats took it out on each other, rather than gang up together to declare war on the behavioural scientists and break out of their confinement. Perhaps a reason why Vetinari tolerates a certain amount of gang violence in the City.
