Oxford University's police were indeed called Bulldogs, and wore bowler hats. Their duties formerly included retrieving students from public houses and other dangers to virtue, so the students would naturally attempt to flee the Bulldogs. I remember a pub sign in Oxford depicting such a scene, from the 70s.

Continuing the notion of being pursued, perhaps there is another of Pratchett's subtle connections in that after taking mescaline, Jean-Paul Sartre hallucinated that he was being chased by lobsters down the Champs Elysees (see e.g. http://www.timesonline.co.uk/tol/news/world/europe/article6926971.ece).

A location in England
