Laughing Lord Scapula was a former Patrician of Ankh-Morpork. Referenced in Men at Arms, the name implies he suffered from the essential instability of mind that appeared to go with the position up until the advent of Havelock Vetinari. He is now long deceased, possibly as a consequence of that occupational disability that states, in its essentials, that if you aren't completely insane to want to become Patrician, just wait a while once you get the top job....
