Hogfather states that Susan is technically the Duchess but I doubt she has any say in the day to day running of the city. I would think that after Mort's death Sto Helit reverted to the rule of Queen Keli and is probably administrated by a Mayor or city council. --Teletran 04:52, 25 February 2007 (CET)
Now I couldn't swear to the exact truth of it, but isn't Keli the queen of Sto Lat (of which Sto Helit is a dependency) ? With that in mind, its quite possible that whatever aristocrat is in nominal charge of Sto Helit gets the title. Chances are that while the monarchy remains SOMEONE is the Duke of Sto Helit. Since Mort and Susan are both... unusual... and as things stand there wouldn't be anyone actually in charge, you can see that a decent ruler would want to make sure that someone is collecting taxes and generally crushing the spirits of the working man. Its also possible that the title goes to Keli's consort/children the same way as Duke of Edinburgh/York and Prince of Wales do in England. At the end of the day, a queen can make a duke out of anyone she fancies, and if it had been a long standing title (even just for ceremonial purposes) then the tradition loving nature of monarchy would likely keep it going. The Dukedom would usually pass to the nearest male heir to Mort, only if there isn't any would it go to Susan. Susan should only be a Lady, like in Downton...
