The award was open to unpublished novels from novelists that have not yet had any other publications printed who lived in the {{wp|Commonwealth of Nations|Commonwealth of Nations}} or {{wp|Republic of Ireland|Ireland}}. The nominees were judged by a panel of judges which included [[Terry Pratchett]], winners of the award would receive a publishing contract with Transworld Publishers and £20,000 prize money.&lt;br /&gt;
